EPIRB 406 v1.7: loop bit count in the sync search (-36 B, 3,284 B)
...
popc32 counts one pass per set bit instead of the branch-free version: at most
4 x 32 passes per half-bit while searching, against 5,000 cycles per sample.
Host tests 29/29. v1.6 checked on a UV-K1 with the rpitx bench frame.
