chore(i18n): translate all code comments to English

All Chinese comments (//, /* */, KDoc) across core/app/feature/build-
logic translated to English (550 lines, 73 files after FT8 rollback).
Code logic untouched - comment text only. Verified: all modules
compileDebugKotlin BUILD SUCCESSFUL.
